Midwest, California Projects are Front-runners

High-speed rail plans in California and the Midwest appear to be front runners in the race for $8 billion in stimulus cash based on federal criteria released [June 17]  that favor projects with established revenue sources and multistate cooperation.

California voters last November approved nearly $10 billion in state bonds that could be combined with federal money to build 800 miles of high-speed track. Eight Midwest states have cooperated closely to promote a network, with Chicago as its hub, that would join 12 metropolitan areas within 400 miles.

Dakota seeks funds to renovate women’s shelter

The Dakota County Board approved an application for $460,585 in Community Development Block Grant funding available through the Recovery Act.   

Seven projects are slated to receive funding if the grant application is approved by the Department of Housing and Urban Development. The largest being the renovation of Robert Lewis House,  a shelter for battered women and abused children in Eagan. The project is expected to cost $206,000.

Another $75,000 in funding will be used to renovate the Rosemount Family Resource Center and expand its food shelf.  The remaining funds will contribute toward improvements to the Farmington Senior Center, Burnsville Youth Center, Northfield Food Shelf, Eagan Senior Center and South St. Paul Neighbors (a non-profit organization).

Recovery funds to aid unemployed in Dakota County

The Dakota County Board has approved acceptance of over $1.6 million in Workforce Investment Act Funds offered through the Recovery Act.  The funds will be used to enhance services to dislocated workers, other adult workers and youth. The new funds will allow for additional training and support for existing clients as well as expansion of job program enrollments.

Union Depot: A Blast from the Past

Here’s an early informational video created by Ramsey County Regional Rail to show how Union Depot in St. Paul would be re-used as a multimodal transit hub. Some of the plans have changed (the connection to Central Corridor LRT is in front of the Depot now, rather than behind) but the essential vision for the Depot’s rebirth remains unchanged.

hands-house-webThe Ramsey County Housing and Redevelopment Authority has completed the purchase and rehabilitation of its first foreclosed property and now is offering the home for sale. The HRA hopes to replicate the process with an additional five properties using Neighborhood Stabilization funding. Proceeds from the sale of properties will be reinvested in additional projects. Ramsey County Buys Depot Head House

The Ramsey County Regional Railroad Authority approved final purchase agreements with the owners of the Union Depot head house, or lobby building, for $8.2 million at its June 2 meeting.

“Today marks the official start of the project to return the Union Depot to what it once was: a transportation hub for Ramsey County, the state of Minnesota and the entire upper Midwest,” said Commissioner Jim McDonough, chair of the Rail Authority. “The multimodal transit hub we are creating at the Depot will provide seamless transfers between transportation modes, including trains, local and interstate buses, cars and bicycles. It will give commuters and visitors better access to St. Paul and Ramsey County job centers, entertainment venues and sporting events. This truly is an exciting day for the entire region.”

The head house, or the lobby portion of the Depot complex facing St. Paul’s 4th Street, houses restaurants, offices and condos. The Rail Authority will purchase of the commercial portions of the headhouse building, the parking structure and the land that the building sits on. Thirty-nine condo units built by the current owner will remain in private hands.

Beyond the headhouse is a 45-foot-wide entrance passage that was built as a bridge over Kellogg Boulevard to connect to the concourse, which provides access to railroad platforms. Ramsey County agreed to purchase the concourse structure and surrounding land from the U.S. Postal Service in October 2007. The Postal Service plans to move its mail-sorting operations in 2010 to an expanded facility now under construction in Eagan. Work continues on preliminary engineering and a federally required environmental assessment of the site.

Many modes of transit will come together at the refurbished Union Depot, including Central Corridor Light Rail, Amtrak passenger rail, Midwest High Speed Rail to Chicago, the Red Rock, Rush Line, Robert Street and I-94 corridors, Greyhound and Jefferson Lines buses, Metro Transit, bicycles and pedestrians.
